How was the New Territories Election System developed?

Villages of the New Territories number approximately 1000 and each have two representatives for villages concerns to the government. So-called indigenous villagers can vote for both indigenous and resident representatives, while other so-called residents can only vote for one. This is a rather particular system with no precedents. The objective of the project is to determine how and why the representation system was constructed in this manner.
The applicants roles are to examine government records and talk to government officials and others to determine how this system was developed. They will also compare the system to other indigenous peoples' representation systems.
Applicant's Learning Objectives:
The students will;
a. learn how to undertake archival and interview research.
b. be able to explain how a Hong Kong political system evolved
c. frame research questions and directions as the project progresses.
